The summit produced a 12-point security framework addressing Boko Haram, banditry, oil theft, and cybercrime, with a proposed ₦3 trillion annual security budget reallocation toward community policing and intelligence.
Peter Obi pledged to establish a National Security Council that includes state governors and traditional rulers. "Security is not just a federal matter — it requires every level of government working together," he said.
